Zhang Chunxian, Minister of MOC, recently issued the Specific Rules for Traffic Safety on Restricted Zones of Three Gorges Pivot Project on Yangtze River (Decree No.6), which takes effect on June 15. As provided for in the Specific Rules, the administrative organs of traffic in Three Gorges under the MOC is exclusively responsible for the supervision administration of traffic safety on the restricted zones of Three Gorges pivot project. The restricted zones include prohibited zones and restricted zones. The Specific Rules require that, except for the service, rescue, pollution clearance and official vessels approved by the administrative organ, any other vessel be prohibited from entering passage prohibited zones. When entering restricted zones, the vessel shall report its name, size, nature of cargo, time of entry and purpose to the administrative organ of traffic in Three Gorges.
