Supplementary Rules for Administrative Regulations on Safety Navigation on Deep-draft Fairways at Yangtze River Estuary Article 1 The supplementary rules are formulated on the basis of the Maritime Traffic Safety Law of PRC and the Administrative Regulations on Safety Navigation on Deep-draft Fairways at Yangtze River Estuary so as to enhance the administration of traffic at the Yangtze River estuary, meet the development demand of port production, scientifically utilize the tidal level, improve the port container throughput capacity and better serve the port, shipping and local economy. Article 2 The Rules are applicable to the entry or exit container vessels with over 4000TEU capacity at Shanghai Port but limited by draft. Article 3 The vessel shall, prior to 1600hr of the day, tender application through its shipping company or agency to the Water Traffic Safety Command Center of MSA Shanghai with the information of the time of entry on the next day, and draft as well as other relevant information. The center will then decide the numbers and sequence of passing vessels as per the actual conditions. The vessel shall pass the fairways in conformity with the approved time and sequence. Article 4 The maximum draft of entry or exit vessel shall be calculated by the following methods: A. Maximum Seawater Draft of Entry Vessel The tidal height of Jigujiao Reef at 2.5hr before spring tide of Hengsha or the tidal height of Hengsha at 0.5hr after the subject spring tide, whichever is smaller, is the maximum utilizable tidal height for the entry vessel. Formula: D (entry)=8.5m + Max Utilizable Tidal Height - keel clearance. B. Maximum Freshwater Draft of Exit Vessel The tidal height of Hengsha at 1.5hr before spring tide of Hengsha or the tidal height of Jigujiao Reef at 1.5hr after the subject spring tide, whichever is smaller, is the maximum utilizable tidal height for the exit vessel. Formula: D (entry)=8.5m + Max Utilizable Tidal Height - keel clearance. Article 5 The vessel in need of pilotage shall apply for the pilotage by the pilot of first-class qualification. Article 6 The Rules take effect since March 1, 2004 and any unsettled issues shall be handled as per the Administrative Regulations on Safety Navigation on Deep-draft Fairways at Yangtze River Estuary. |
